Data Entry Services:

Required Services:

These required services will cover a range of data entry support services including, but not necessarily limited to the following:

  1. filing, directing incoming / outgoing electronic and hard copy technical correspondence;
  2. keying in and maintaining data in electronic data bases and/or spreadsheets; and
  3. transferring data between files or systems.

Mandatory Requirements:

  1. minimum education of two (2) years secondary school or equivalent;
  2. minimum of twenty-four (24) months of demonstrated related experience; and
  3. demonstrated experience using commercial spreadsheet and database software applications.

Required Services:

These required services will cover a range of drafting and illustrating related work including but not necessarily limited to the following:

  1. producing engineering drawings;
  2. producing data lists;
  3. producing illustrated parts breakdown and parts lists; and
  4. preparing document illustrations.

Mandatory Requirements:

  1. minimum of thirty-six (36) months of demonstrated engineering drafting
    experience; and
  2. minimum of twelve (12) months of demonstrated experience in computer aided design (CAD) within the last thirty-six (36) months.

Required Services:

These required services will cover a range of drafting and illustrating related work including but not necessarily limited to the following:

  1. producing engineering drawings;
  2. producing data lists;
  3. producing illustrated parts breakdown and parts lists; and
  4. preparing document illustrations.

Mandatory Requirements:

  1. minimum of thirty-six (36) months of demonstrated experience in the preparation of illustrations through the use of computers within the last sixty (60) months.

Technical Data and Publications Manager:

Required Services:

These required services will cover a range of technical data and publications related services including but not necessarily limited to the following:

  1. physically assembling complete or partial Technical Data Packages (TDPs) and identifying and actioning deficiencies in data packages of systems and equipment;
  2. receiving, logging, taking custody of and acknowledging the receipt of TDPs which describe additions, modifications and/or deletions of technical data;
  3. collecting, reviewing and updating configuration management data for input into the environmental configuration management information system;
  4. modifying, validating and compiling technical data package lists, that will include:
    1. technical publications Canadian Forces Technical Orders (CFTOs) in general;
    2. specifications;
    3. performance test sheets;
    4. equipment and system data lists and drawings;
    5. repair and overhaul specifications; and
    6. other technical descriptors in accordance with Data Technical Descriptions (DTDs) and Data Item Descriptions (DIDs);
  5. updating, validating and compiling technical data action notices;
  6. assisting and participating in physical and functional configuration audits of systems and equipment;
  7. reviewing documents, drawings and associated data for conformance to DND Standards;and
  8. formatting technical documents in accordance with Canadian Forces Technical Orders (CFTOs), Computer Aided Logistics System (CALS) Data Technical Descriptions (DTDs) and Data Item Descriptions (DIDs).

Mandatory Requirements:

  1. minimum education of two (2) years secondary school or equivalent;
  2. minimum of thirty-six (36) months, in the last seven (7) years, of demonstrated practical hands-on experience in a technical data and publication related activity;
  3. working knowledge of the theory, practices, procedures and techniques applicable to technical data and publications management in support of DND equipment systems. For this criterion, '"working knowledge" is defined as theoretical and practical knowledge of the subject matter required to successfully perform related duties and tasks efficiently and effectively.

Technical Writer:

Required Services:

These required services will cover a range of technical data and publications related services including but not necessarily limited to the following:

Financial Analyst:

Required Services:

These required services will cover a range of financial analyses including, but not necessarily limited to the following:

  1. evaluating financial procedures;
  2. conducting cost benefit analysis and life cycle costing;
  3. developing business plans,
  4. developing models to carry out cost analysis of the resources required to perform specific inspections related to a project;
  5. performing risk analysis;
  6. determining the resources required for implementation of projects such as acquisition cost, operation and maintenance costs and both recurring and non- recurring costs; and
  7. assisting in developing costs for specific activities such as: direct project costs, project support overhead, corporate and administrative (C&A) overhead, costs of products and services, and other related costs.

Mandatory Requirements:

  1. university undergraduate degree in administration or commerce or other related degree; and
  2. minimum of forty-eight (48) eight months of demonstrated experience as an accountant or as a financial analyst/advisor.

Project Management Assistant:

Required Services:

Specific tasks may include, but are not necessarily limited to the following:

  1. coordinating project management activities including financial, planning and contracting aspects;
  2. planning and organizing a project management office;
  3. giving briefings on progress and concerns of the project;
  4. preparing documentation in response to scheduled and unscheduled reports, returns and observations to update management of project progress;
  5. coordinating the activities of project personnel, DND internal customers (environmental staff), contractors and other support providers;

  7. producing draft plans and sections for incorporation into the Project Implementation Plan or Request for Proposal; and

Mandatory Requirements:

  1. minimum of twelve (12) months of demonstrated experience in the last thirty-six (36) months directly providing management support services to a project management team.

      a minimum of twelve (12) months of demonstrated experience within the last three (3) years performing project management services, as described in the Project Management Body for Knowledge (PMBOK), for a project with a minimum budget of $1 million Cdn -and- having successfully completed the equivalent of six months of full time Project Management Training at a provincially accredited Project Management Training Institution or evidence of Project Management Institute accreditation.

Procurement Specialist:

Required Services:

Specific tasks may include, but are not necessarily limited to the following:

  1. carrying out the planning and documentation connected with purchasing and ordering in accordance with Treasury Board guidelines and Government regulations;
  2. providing financial data and assisting with the preparation of Synopsis Sheets or other documents intended to obtain Governmental or Departmental spending approval;
  3. preparing and presenting cash forecasts;
  4. preparing and amending procurement instruments;
  5. preparing life-cycle contract cost estimates;
  6. assisting with the drafting, amending or vetting of procurement instruments;
  7. preparing support cost option analyses;
  8. monitoring contract activities;
  9. liaising with contractors and PWGSC;
  10. preparing supply requisition and acquisition documents; and
  11. maintaining financial data.

Mandatory Requirements:

  1. Combination of education and experience as follows:
    1. university undergraduate degree in any field -and- a minimum of twenty-four (24) months of demonstrated practical hands-on experience within the last sixty (60) months in a procurement and finance related activity;

      - OR -

      graduation from a provincially recognized college program in procurement, finance, economics, commerce, accounting or materiel management (or in possession of such a certificate from a provincial licensing body) -and- a minimum of thirty-six (36) months of demonstrated experience within the last six (6) years in a procurement and finance related activity;

      - OR -

      secondary school diploma -and- a minimum of sixty (60) months of demonstrated practical hands-on experience within the last eight (8) years in a procurement and finance related activity;
  2. a minimum of twenty-four (24) months of the required experience above must have been acquired in the federal government, either as a civilian or military Crown employee or as a Contractor personnel through extensive experience dealing with the federal government.

Junior Supply Specialist:

Required Services:

Specific tasks may include, but are not necessarily limited to the following:

  • preparing supply requisitions or procurement instruments;
  • ordering materiel via the Canadian Forces Supply System (CFSS)
  • establishing, verifying and modifying cataloguing data in the CFSS;
  • responding to and interfacing with the CFSS in support of equipment;
  • planning and implementing materiel provisioning and distribution;
  • establishing and controlling reservations;
  • setting up, maintaining and managing supply accounts in support of Materiel Acquisition and Support (MA&S) activities;
  • performing supply related activities in support of configuration management; and
  • provision and/or analysis of supply activities in support of maintenance, repair, overhaul and Equipment Management Team (EMT) activities.

Mandatory Requirements:

  1. minimum education of two (2) years secondary school or equivalent;
  2. working knowledge of DND supply, financial and technical procedures. For this criterion, '"working knowledge" is defined as theoretical and practical knowledge of the subject matter required to successfully perform related duties and tasks efficiently and effectively.; and

Senior Supply Specialist:

Required Services:

Specific tasks may include, but are not necessarily limited to the following:

  • preparing supply requisitions or procurement instruments;
  • ordering materiel via the Canadian Forces Supply System (CFSS)
  • establishing, verifying and modifying cataloguing data in the CFSS;
  • responding to and interfacing with the CFSS in support of equipment;
  • planning and implementing materiel provisioning and distribution;
  • establishing and controlling reservations;
  • setting up, maintaining and managing supply accounts in support of Materiel Acquisition and Support (MA&S) activities;
  • performing supply related activities in support of configuration management; and
  • provision and/or analysis of supply activities in support of maintenance, repair, overhaul and Equipment Management Team (EMT) activities.

Mandatory Requirements:

  1. minimum education of two (2) years secondary school or equivalent;
  2. minimum of sixty (60) months of demonstrated experience within the last ten (10) years of practical hands-on experience in a supply related activity including not less than thirty-six (36) months of demonstrated experience managing a Nationally Managed Equipment comprised of not less than 2,000 items within a government supply activity or its industry equivalent.
  3. working knowledge of DND supply, financial, and procurement procedures for
    equipment support.
    For this criterion, “working knowledge” is defined as theoretical and practical knowledge of the subject matter required to successfully
    perform related duties and work efficiently and effectively; and
  4. working knowledge of the theory, practices and techniques applicable to supply
    support for DND inventory, equipment and systems.

Life Cycle Manager Specialist:

Required Services:

These required services may include, but are not necessarily limited to the following:

  • conducting engineering studies and analysis to provide technical solutions to stated technical/logistic or operational requirements/problems including preparation of Engineering Changes (ECs);
  • defining standards and criteria related to equipment or systems maintenance;
  • preparing, modifying or updating specifications and drawings;
  • converting specifications and drawings to current standards or electronic formats;
  • preparing, modifying or updating Technical Instructions and Orders;
  • evaluating existing systems;
  • performing configuration management;
  • performing analysis of maintenance, repair and overhaul data;
  • investigating Unsatisfactory Condition Reports (UCRs) and Technical Failure Reports (TFRs);
  • preparing technical statements of requirement, draft specifications and purchase descriptions;
  • preparing data for initial provisioning and repair parts scaling;
  • reviewing the design, development, manufacture, installation and testing of prototype modifications;
  • preparing repair procedures, maintenance schedules and technical data;
  • performing Life Cycle Material Manager (LCMM) activities as detailed in
    A-LP-113-001/FP-001 Life Cycle Management System;
  • preparing life-cycle cost estimates;
  • preparing support cost option analysis for systems and equipment;
  • planning, developing, implementing and administrating a data management system;
  • designing, collating data entry and testing of new databases;
  • planning, directing and controlling the activities of a system development team within scheduled cost and time parameters;
  • performing independent verification and validation services for equipment engineering projects;
  • providing studies and recommendations on application software development standards, methodologies and tools appropriate for the development and maintenance of related software systems;
  • performing equipment project management services;
  • reviewing Repairable Arising Control sheets (RAC) for technical content and making recommendations;
  • reviewing and updating material/equipment specifications;
  • reviewing disposal certificates, making appropriate recommendations, updating maintenance handbooks, parts list and operating manuals; and
  • advising disposition of obsolete CFTO’s, Technical Publications and equipment.

Mandatory Requirements:

  1. Civilian Trained Personnel:
    • Graduation from a two (2) year technical program offered by a recognized technical institute;
      - OR -
    • Eligibility for registration as a technician by a recognized provincial licensing body;
    • Minimum of thirty-six (36) months of demonstrated practical hands-on experience in a maintenance management related activity;
  1. Canadian Forces Trained Personnel:
    • qualified to the QL6 trade level in a related technical field;
  2. working knowledge of evaluation, preparation and implementation of technical documentation;
  3. working knowledge of the preparation and distribution of Integrated Logistics Support (ILS) documentation;
  4. working knowledge of any DND environment Engineering and Maintenance Management System; and
  5. working knowledge of maintenance system interfaces with the Canadian Forces Supply System (CFSS) to support provisioning/re-provisioning functions.
    For this criteria, “working knowledge” is defined as theoretical and practical knowledge of the subject matter required to successfully perform related duties and work efficiently and effectively.

These required services may include, but are not necessarily limited to the following:

  • performing machinist tasks such as milling, turning, grinding, and fabrication on
    manually and/or computer controlled machines;
  • performing metal manipulation and welding tasks involving oxy-acetylene, MIG, TIG and/or special metal welding techniques;
  • performing vehicle mechanic and/or technician tasks involved in the servicing and repair of vehicle systems and subsystems found within the CF;
  • performing electrician and/or electrical technician tasks associated with the servicing and repair of vehicle, weapon and/or communications systems found within the CF
  • performing weapon technician/ armourer tasks associated with the servicing and repair of weapon and ancillary systems found within the CF;
  • performing optical, and/or optronic servicing and repair of vehicle and/or weapon systems found within the CF;
  • performing electronic technician tasks associated with the servicing and repair of vehicle, weapon and/or communications systems found within the CF;
  • performing installation and operation of test sensors and programmable data recorders used in conjunction with equipment testing; and
  • performing optical data acquisition technical services including film and digital photo services, normal and high speed video, and/or x-ray photography.

Mandatory Requirements:

  1. minimum of twenty-four (24) months of demonstrated experience providing services in a technical field within the last sixty (60) months.

Required Services:

  • designing programmable data acquisition, test sensors and recorders used in conjunction with equipment testing;
  • developing simulation and analytical models and utilizing the models for system and sub-system development and assessment;
  • preparing airworthiness certification management plans;
  • managing the planning, coordination, documentation and engineering efforts connected with the airworthiness certification of modifications to air weapon systems;
  • proposing and/or analyzing engineering change proposals, estimating costs / risks and making recommendations;
  • preparing budgetary estimates for the completion of technical programs;
  • preparing space and weight budgets for installations, assessing proposed designs, evaluating prototypes and developing acceptance tests for user hand over;

  • conducting environmental or hazardous material assessments of equipment and systems. Assessing the toxicological impact of materials. Investigating alternate non-hazardous options;
  • conducting system integration analyses on the organization and processes involved the introduction of and provision of ongoing support to weapon systems;
  • conducting a detailed derivation of integrated logistic system requirements for weapon systems and planning for the ongoing support to those systems;
  • planning the conduct of, providing technical guidance to and conducting statistical analysis of reliability, maintainability, availability and dependability (RAMD) tests of weapon systems;
  • managing the planning, coordination, documentation and engineering efforts connected with the configuration management of weapon systems;
  • designing, planning, implementing and modifying quality assurance programs within manufacturing, processing or distribution systems;
  • providing human factors engineering (ergonomics) services (physical and cognitive);
  • conducting the human factors engineering process such as planning, analysis, design, test and evaluation, fundamentals and facilities of various environmental systems
  • conduct reviews of structural designs to ensure compliance with appropriate specifications, standards and guidelines;
  • perform structural engineering analyses in the area of traditional stress analysis, preliminary design, finite element analysis, damage tolerance assessments loads derivation, structural dynamic response and/or fracture mechanics analysis; and
  • preparing design documentation in support of structural engineering tasks, including draft stress reports, manufacturing drawings and/or design drawings.

Mandatory Requirements:

  • University undergraduate degree in an applicable field of engineering from a Canadian Council of Professional Engineers (CCPE) accredited engineering program (Copy of certificate to be provided with the Bidder's proposal).

    Alternatively, should the candidate's degree be from a non-CCPE accredited engineering program, their engineering education credentials must be deemed 'substantially equivalent' by the CCPE via an application to the Engineering International - Education Assessment Program, (EI-EAP), (Copy of the official CCPE judgement to be included).

    Finally, as a third alternative, the candidate's engineering education credentials will be considered compliant if the candidate is deemed eligible for registration as a Professional Engineer by a recognized provincial licensing body (proof of which is to be provided with the Bidder's proposal); and
  • Minimum of thirty-six (36) months of demonstrated experience within the last eight (8) years in an applicable engineering field.
