DND AIRWORTHINESS PROGRAM

AMTEK is in the process of assembling a team of professionals to support this work. We have previously been supporting this DND requirement for approximately eight years on two separate contracts. This new contract is for a period of 5 years (including two option years) and is in support of the Directorate of Technical Airworthiness (DTA) and the Directorate of Aerospace Engineering Support (DAES) organizations. These services include the development and support of the Technical Airworthiness Program (TAP), as well as technical investigation of airworthiness (AW) related matters, and engineering support of mission systems and aerospace engineering activities.

The Directorate of Technical Airworthiness (DTA) is the regulatory agency for the technical aspects of Military AW in Canada. Under the Aeronautics Act, the Minister of National Defence (MND) has responsibilities for managing military aeronautical products. He has delegated authorities for technical AW to DTA. A team of regulators is required to develop, maintain and assist in the implementation of the Technical Airworthiness Program within the Department of National Defence (DND) and the Canadian Forces (CF), and within civilian organizations involved with military aeronautical products. This regulatory team is comprised of DND/CF (military and civilian) employees, and supplemented by contractor personnel as required.

The Directorate of Aerospace Engineering Support (DAES) is the organization in:
DND/CF that provides specialist engineering support to the many fleets managed by DND/CF. This pool of experts will provide engineering services in specialized aerospace fields to support and complement the skills, knowledge and experience of Weapon System Managers (WSMs) staff. This specialized team is comprised of DND/CF (military and civilian) employees, and supplemented by contractor personnel as required.

These services include the development and support of the Technical Airworthiness Program (TAP), as well as technical investigation of airworthiness (AW) related matters, and engineering support of mission systems and aerospace engineering activities.

Airworthiness Analyst-Maintenance and Manufacturing (AAMM)

Mandatory Requirements

  1. Have obtained Weapon System Release (Level C) authorization within a DND/CF Maintenance Organization;
    or
    Have held a Transport Canada (TC) Aircraft Maintenance Engineer (AME) Licence and performed Technical Dispatch within a TC Approved Organization.
  2. Have a minimum of ten (10) years experience within the past twelve (12) years in:
    - the performance or oversight of aircraft maintenance; or
    - the performance or oversight of aircraft technical support.
  3. Provide documented proof of having successfully completed:
    - the Air Maintenance Policy Level 2 exam (DND/CF); or
    - the Transport Canada Aircraft Maintenance Engineer (TC AME) exam.
  4. Have demonstrated experience in aircraft maintenance and technical support or airworthiness regulator support for three (3) out of the four (4) areas listed below and provide a minimum of one concrete example of work performed in each field.
    1. Aircraft Record Management. This can include, but is not limited to, work related to updating and reviewing of aircraft Log set for scheduling and meeting forecasted maintenance activities such as: aircraft inspection, tracking of flying hours and life component, the control of modification and special inspection and the control of out-of-sequence inspection.
    2. Authorization System Management. This can include, but is not limited to, work related in administering, authorizing technician or making authorization recommendation to a supervisor for competent individuals who have demonstrated the ability to perform the maintenance activities independently.
    3. Development and Implementation of Quality System Procedures. This can include, but is not limited to, writing, reviewing or approval of quality documentation used in maintenance or technical support organizations.
    4. Technical Writing. This does not include the activity of reviewing or approving documentation; it must only include the actual authoring of work related to aircraft technical issues or aerospace organizational issues captured in:
      1. Audit observations or reports;
      2. Technical Memorandums;
      3. Technical Notes;
      4. Technical Briefing Notes; and
      5. Airworthiness Certification documentation.

Senior Airworthiness Analyst - Maintenance Manufacturing (Sr. AAMM)

Mandatory Requirements

  1. Have obtained Weapon System Release (Level C) authorization within a DND/CF Maintenance Organization;
    or

    Have held a Transport Canada (TC) Aircraft Maintenance Engineer (AME) Licence and performed Technical Dispatch within a TC Approved Organization.
  2. Have a minimum of twelve (12) years experience within the past fifteen (15) years:
    - the performance or oversight of aircraft maintenance; or
    - the performance or oversight of aircraft technical support.
  3. Provide documented proof of having successfully completed:
    - the Air Maintenance Policy Level 2 exam (DND/CF); or
    - the Transport Canada Aircraft Maintenance Engineer (TC AME) exam.
  4. Have demonstrated experience in aircraft maintenance and technical support or airworthiness regulator support for six (6) out of the seven (7) areas listed below and provide a minimum of one concrete example of work performed in each field.
    1. Aircraft Record Management. This can include, but is not limited to, work related to updating and reviewing of aircraft Log set for scheduling and meeting forecasted maintenance activities such as: aircraft inspection, tracking of flying hours and life component, the control of modification and special inspection and the control of out-of-sequence inspection.

    6. Airworthiness Process Manual Assessment. This can only include work reviewing airworthiness process manual content for compliance to either civil or DND regulatory standards.
    7. Airworthiness Audits Management. This can only include work related in coordinating pre and post airworthiness audit activities, including but not limited to:
      1. Initiating pre-audit activities with applicable technical organization;
      2. Assessing of corrective action plans;
      3. Initiating follow up action; and
      4. Managing all deliverables from organizations.

Airworthiness Analyst - Engineering (AAE)

Mandatory Requirements

  1. Have a university undergraduate degree in an applicable field of Engineering; or Have been an Aerospace Engineering Officer (AERE) within DND/CF.
  2. Have a minimum of six (6) years experience within the past eight (8) in:
    • the performance or oversight of aeronautical engineering; or
    • the performance or oversight of aircraft technical support.
  3. Have demonstrated experience in aircraft engineering and technical support or airworthiness regulator support for nine (9) areas out of the ten (10) listed below and provide a minimum of one concrete example of work performed in each field.
    1. Design Change Management. This can only include work related to the development, review or approval of aircraft design changes.
    2. Maintenance Program Management. This can only include work related to the development, review or approval of changes to aircraft inspection schedules and maintenance manuals.
    3. Aircraft Parts Procurement and Management. This includes, but is not limited to, work related to selecting appropriate vendors for aeronautical parts procurement and the activities related to updating the approved parts list for an aircraft type. This can also include work performed to identify alternate approved parts and the authorization of substitute parts for installation on an aircraft.
    4. Service Bulletin Implementation. This can include, but is not limited to, work related to the monitoring of other operator service information and technical bulletins, and the engineering review of this data for applicability to the aircraft type supported.
    5. Special Inspection or Engineering Action. This can include, but is not limited to, work related to the development of directions to maintenance organizations to inspect aircraft for the purpose of gathering information to develop corrective action.
    6. Aircraft Record Management and Documentation Control. This must include work performed in maintaining aircraft type records or configuration management records.
    7. Development and Implementation of Quality System Procedures. This must include writing, reviewing or approval of quality documentation used in the engineering or technical support organization.
    8. Engineering or Technical Report Writing. This includes the actual authoring of work and does not include the activity of reviewing or approving.
    9. Technical Writing. This does not include the activity of reviewing or approving documentation; it must only include the actual authoring of work related to aircraft technical issues or aerospace organizational issues captured in:
      1. Audit observations or reports;
      2. Technical Memorandums;
      3. Technical Notes;
      4. Technical Briefing Notes; and
      5. Airworthiness Certification documentation.
    10. Project Management. This includes actual work performed related to project planning, defining project tasks and schedule, project plan execution and project control.

Senior Airworthiness Analyst - Engineering (Sr. AAE)

Mandatory Requirements

  1. Have a university undergraduate degree in an applicable field of Engineering; or Have been an Aerospace Engineering Officer (AERE) within DND/CF.
  2. Have a minimum of ten (10) years experience within the past twelve (12) years in:
    • the performance or oversight of aeronautical engineering; or
    • the performance or oversight of aircraft technical support.
  3. Have demonstrated experience in aircraft engineering and technical support or airworthiness regulator support for thirteen (13) out of the fourteen (14) areas listed below and provided a minimum of one concrete example of work performed in each field.
    1. Design Change Management. This can only include work related to the development, review or approval of aircraft design changes.
    2. Maintenance Program Management. This can only include work related to the development, review or approval of changes to aircraft inspection schedules and maintenance manuals.
    3. Aircraft Parts Procurement and Management. This includes, but is not limited to, work related to selecting appropriate vendors for aeronautical parts procurement and the activities related to updating the approved parts list for an aircraft type. This can also include work performed to identify alternate approved parts and the authorization of substitute parts for installation on an aircraft.

    10. Airworthiness Process Manual Development. This can only include work in developing airworthiness process manual content to achieve approval from either a civil regulator or the Technical Airworthiness Authority for DND.
    11. Airworthiness Process Manual Assessment. This can only include work reviewing airworthiness process manual content for compliance to either civil or DND regulatory standards.
    12. Basis of Certification Development. This can only include work developing or approving the basis of certification for aircraft design changes that result in the issue of a supplemental type certificate by a civil regulator or approval by the Technical Airworthiness Authority for DND.
    13. Airworthiness Audits Management. This can only include work related in coordinating pre and post airworthiness audit activities, including but not limited to:
      1. Initiating pre-audit activities with applicable technical organization;
      2. Assessing of corrective action plans;
      3. Initiating follow up action; and
      4. Managing all deliverables from organizations.
    14. Project Management. This includes actual work performed related to project planning, defining project tasks and schedule, project plan execution and project control.

Airworthiness Analyst - Technical Support (AATS)

Mandatory Requirements

  1. Have an Engineering or Science Degree; or Have a Technologist Diploma in an aeronautical field;
    or
    Have completed a basic aircraft maintenance, avionics or structures course conducted in a Federally recognized institution.
  2. Have a minimum of four (4) years experience in the performance or oversight of aircraft technical support within the past ten (10) years.
  3. Have demonstrated experience and provide a minimum of one example of work performed in aircraft technical support or airworthiness regulator support for a minimum of four (4) of the six (6) areas listed below:
    1. Maintenance Program management. This can only include work related to the development, review or approval of changes to aircraft inspection schedules and maintenance manuals.
    2. Parts Procurement and Management. This can include, but is not limited to, work related to selecting appropriate vendors for aeronautical parts procurement and the activities related to updating the approved parts list for an aircraft type. This can also include work performed to identify alternate approved parts and the authorization of substitute parts for installation on an aircraft.
    3. Design Change Management. This can only include work related to the development, review or approval of aircraft design changes and management the configuration records associated with this activity.
    4. Development and Implementation of Quality System Procedures. This must include writing, reviewing or approval of quality documentation used in the engineering or technical support organization.
    5. Technical Writing. This does not include the activity of reviewing or approving documentation; it must only include the actual authoring of work related to aircraft technical issues or aerospace organizational issues captured in:
      1. Audit observations or reports;
      2. Technical Memorandums;
      3. Technical Notes;
      4. Technical Briefing Notes; and
      5. Airworthiness Certification documentation.
    6. Project Management. This includes actual work performed related to project planning, defining project tasks and schedule, project plan execution and project control.

Senior Airworthiness Analyst - Technical Support (Sr. AATS)

Mandatory Requirements:

  1. Have an Engineering or Science Degree; or Have a Technologist Diploma in an aeronautical field;
    or
    Have completed a basic aircraft maintenance, avionics or structures course conducted in a Federally recognized institution.
  2. Have a minimum of six (6) years experience in the performance or oversight of aircraft technical support within the past eight (8) years.

    2. Airworthiness Audits Management. This can only include work related to coordinating pre and post airworthiness audit activities, including but not limited to:
      1. Initiating pre-audit activities with applicable technical organization;
      2. Assessing of corrective action plans;
      3. Initiating follow up action; and
      4. Managing all deliverables from organizations
    3. Technical Writing. This does not include the activity of reviewing or approving documentation; it must only include the actual authoring of work related to aircraft technical issues or aerospace organizational issues captured in:
